The Sapru Committee report was published in 1945. It was an Indian attempt to propose a constitutional scheme to accommodate different domestic political interests. It too made the case for universal suffrage. The Sapru committee claimed that even though political circumstances had changed, for example, the party structure had evolved, substantial changes in such matters could occur only after full responsible government had been introduced, it said. In keeping with this rationale, it reiterated the idea that the very exercise of franchise would provide the education necessary to enable a responsible politics. The support for universal franchise could also be seen in proclamations by major political actors. Nationalist leaders viewed restrictions on the franchise as colonial attempts to curb growing disaffection. Mohandas Gandhi, who returned from South Africa in 1915 and swiftly became the face of India's entire effort at emancipation, boldly declared in 1939 that he was unworried by illiteracy. He said he would plump for an unadulterated franchise for both men and women. The contribution of B.R. Ambedkar, who took up the cause of lower sections of the society during the anti-colonial struggle, was significant in this regard. His focus on the issue of social divisions made him sensitive to restrictions on the right to vote. Qualifications based on education and property during colonial rule meant the de facto exclusion of lower sections of the society.

Q4. The passage highlights

Read the following passage and answer the questions.

Floods are normal events that cause damage. As rivers carve and shape the landscape, they build broad floodplains, level expanses that are periodically inundated. A "10-year flood" would be expected to occur once in every ten years; a "100-year flood" would be expected to occur once every century. The biggest economic loss from floods is usually not the buildings and property they carry away but rather, the contamination they cause. Many human activities like paving roads and parking lots reduces water infiltration into the soil and speeds the rate of runoff into streams and lakes. Even more than development, though, flood-control structures have seperated floodplains from rivers. Levees and flood walls are built to contain water within river banks, and river channels are dredged and deepened to allow water to recede faster. Every flood-control structure simply transfers the problem down-stream. However, the water has to go somewhere. If it doesn't soak into the ground upstream, it will simply exacerbate floods somewhere downstream-leading to more levee development, and then to more flooding farther downstream, and so on.

Q9. What do broad floodplains, created by rivers often lead to?

Read the following passage and answer the questions that follow.

Ethical living is concerned primarily with the interpersonal dimension of our behavior. How do we treat one another individually and in groups—and increasingly, other species and the environment? The key here is that morality brings us into contact with others and asks us to consider the quality of that contact. We start asking ourselves: 'Is that the way I should treat someone else?' 'Is that the way someone else should treat me?' Because we have the ability to be critical of our interpersonal behavior and our interaction with animals, we have the ability to develop codes and norms to guide that behavior and interaction. Those moral norms and codes, in addition to a set of virtuous character traits, are what we mean when we talk about ethics.

Ethics poses questions about how we ought to act in relationships and how we should live with one another. Ethics asks us to consider whether our actions are right or wrong. It also asks us how those character traits that help humans flourish (such as integrity, honesty, faithfulness and compassion) play out in everyday living. Ethical norms and principles have developed over time and across cultures, as rational people of goodwill consider human relationships and how human beings act when they are at their best.

This everyday ethical reflection must occur before we can effectively confront the larger moral questions. A person who wants to take moral leadership in global issues must take special responsibility for what is going on inside his or her own self—inside his or her own consciousness—lest the act of leadership create more harm than good. All of us can be leaders for good; the choice is ours.

Santiniketan attempted to produce a culture, which was Bengali/Indian in its construction and approach yet significant to the modern world. In 1912, Rabindranath established an institution called Ashram-Sammilani. It was a body of elected students with teachers in-charge to look after the functioning of the school. Students' Unions are primarily concerned with student interest; they—or any other union, for that matter—are formed to protect their rights against the authority's misuse of power. There was a court run by the elected student body. Whenever there was a complaint of any serious offence, the court had its session with the accused in some quiet place after dinner. The Sammilani met twice a month—once on new-moon nights, the other on full-moon nights. During Rabindranath's long stay at Silaidaha among the villagers he realised that only self-sufficiency, self-rule and self-respect could free our rural population from their weakness, poverty and sense of inferiority; that it was society that should rule, not the state imported from Europe. Sriniketan—Visva-Bharati's rural development/reconstruction programme—started in 1922. Rabindranath applied the principles of the co-operative movement to Sriniketan, and as we know he applied it everywhere—equal respect for everybody, equal participation, equal distribution of material and spiritual wealth.

Q18. What did Rabindranath Tagore realize while he stayed in Silaidaha?

Read the following passage and answer the questions given below:

Folk traditions provide and create a public space where some broader social values could be generated and observed. The various folk genres through the creation of public space help in bringing into focus ideas, values and contentions into public discourse, a kind of unshackling of inhibitions in a stress-free manner. The changes that modernity brings in its wake become more socially acceptable and the conflicts that are created find a medium through which they can be resolved. This public space or sphere has many constructive and pleasurable uses. Politics and religion are notable instances in which the creation and sustenance of public space or sphere is very important to achieve some agenda(s). The dynamism ingrained in public space or sphere shows complex nuances and many trends especially when the nature of transformation is being analysed. There seems to be a shift from a simple pleasure orientation to cater to multi-level interests of the performers and patrons. Transformations are influenced by economics, politics and voices of dissent that find various mechanisms of appropriation of public space for their own objectives. They widen the base of debate and discussion transcending the involved units.

Read the following passage carefully and answer the questions:

The rule of the road means that in order that the liberties of all may be preserved, the liberties of everybody must be curtailed. When the policemen, say, at a road-crossing steps into the middle of the road and puts out his hand, he is the symbol not of tyranny but of liberty. You have submitted to a curtailment of private liberty in order that you may enjoy a social order which makes your liberty a reality. We have both liberties to preserve — our individual liberty and our social liberty. That is, we must have a judicious mixture of both. I shall not permit any authority to say that my child must go to this school or that, shall specialise in science or arts. These things are personal. But if I say that my child shall have no education at all, then society will firmly tell me that my child must have education whether I like it or not.
